If you’re behind firewall network or you need to connect to a proxy network for internet access and you want to watch streams on VLC then you have to set proxy in VLC.
To set  HTTP(s) proxy follow the below steps

• Open VLC
• Go to Tools->Preferences
  
• Change show setting: Simple to All  (at the bottom left corner)
  
• Navigate to Input/Codecs
  
• Expand Access Modules
  
• Go to HTTP(s)
  
• Enter HTTP Proxy  in the format
  

  proxy:port
  ex:  10.24.53.215:8080
  

• If your proxy network needs some authentication then put your username and passwordelse just Click Save
• Now you can play all the accessible VLC streams from internet

To set  Socks proxy follow the first 3 steps as mentioned before and then

• Go to Input/Codecs
  
• Move the vertical slider bar and come down to setting section Socks Proxy
  
• Enter Socks Proxy in the format proxy:port and username, password (if any).
• Click Save
  

Note that even after this setting if you are not able to play then restart and try again, or first test your settings by playing a working youtube video.
To play internet streaming video it has to be in proper format or a VLC stream you can find some in this site.

While setting https or socks proxy clear the other one so that it won’t create conflict, it might be one of the reason of not working. Sometimes the link has permission issue or the domain is blocked from your region or just not working at that moment so it is always good to check the link in web browser first if it opens a page or start downloading then it is working fine.
