Edit /etc/netplan/01-netcfg.yaml and add optional: true to any devices that may not always be available.
netplan apply

eth0:
dhcp4: no
optional: true

gateway4: 192.168.1.1

optional: true

IDX LINK TYPE OPERATIONAL SETUP
1 lo loopback carrier unmanaged
2 eth0 ether routable configuring （若没有optional: true，则等待配置好后是configured）
3 eth1 ether no-carrier configuring
